Extent of Owner's Representative Services

The extent of services in the initial development phase includes:

-Evaluation of the program, with the goal of establishing an "enforceable" design build price once the project is defined

Space requirements and optimization, "user" requirements

Building performance criteria and value engineering

Legal/contractual/insurance obligations

Coordination with environmental and safety parameters

Compliance with life safety/property protection requirements

Inclusion of any unique General Conditions of safety programs

Site analysis, including:

Site planning/utilization

On and off site utilities evaluations

Retaining of geo-technical investigations and site surveying

-Verification of design builder conformance to codes and standards

-Elimination of ambiguities in the proposal (future "extras")

-Schedule evaluation

Services through the detailed development phase include:

-Design review and coordination with separate contracts (if any)

-Provide input to the design builder and specialty contractors/vendors who will be value engineering the program and developing quotes

Provide input to the architect of record as the technical design and construction documents develop

Advise as to appropriate "Notice to Proceed" milestones

-General administration of the design build agreement during construction, reviewing progress against the concept, budget and schedule

Submittals/periodic visits/inspections

On-site representative as necessary

Final inspection(s), punchlist preparation, final acceptance

-Progress and final payment certification

-Administration of independent testing and inspection program

-Administration of changes and change orders

-Make all necessary interpretations of intent

-Ensure that the project closeout documentation is adequate
