Once the first bid packages have been awarded, the project enters the second development stage, the construction phase.  While design work may be proceeding and bid packages continue to be awarded, the construction manager will establish control procedures for the proper administration of the contracts:

  • Receive and process certificates of insurance

  • Review each contractor's safety program

  • Resolve questions and facilitate interpretations of the contract documents

  • Coordinate all contract work, conduct pre-construction, construction and progress meetings

  • Monitor the construction progress schedule

  • Revise construction cost when appropriate changes occur for additional or deleted work, or for variances between actual versus estimated cost

  • Prepare and process change orders

  • Review and process contractor applications for payment

  • Verify conformance of the work with the contract documents (contractors still are responsible for the means and methods)

  • Review shop drawings, maintain records at the site

  • Observe testing of utilities, systems and equipment by the contractor

  • Arrange for delivery and storage of pre-purchased items

As the work progresses, the construction manager will observe the performance of the contractors and prepare necessary field directives to ensure that quality standards are met.  Project close-out procedures include:

  • Conducting inspections and preparing punch lists of items to complete

  • Prepare a summary of each contract status at the substantial completion milestone

  • Monitor final completion of work on the project, assisting the architect and owner with final inspections

  • Prepare closeout packages, including operating instructions, warranties, and post-construction contact information

  • Assist the owner with occupancy, equipment installation and startup, and other work as necessary
