As soon as a program for project requirements is in place, or is created by DC Group, Inc. working with the owner's team, a construction management outline for project execution can be established. Thus the cost, schedule and quality control objectives common to all successful projects are monitored from the earliest possible time.

The first development stage in the project is the pre-construction phase. During the period when the architects are working on conceptual plans, the construction manager:

Prepare preliminary cost estimates and evaluates alternate systems, materials and methods of construction
Reviews designs as they progress
Prepares project schedules featuring timelines critical to the owner, architect and construction manager

As the drawings approach the 35% completion milestone, the construction manager:

Prepares detailed cost estimates
Coordinates contract document development
Assigns contractor responsibilities and jurisdictions

Bid packages can be developed subsequently and sequentially, with the construction manager establishing a fast track to the project schedule. The construction manager:

Sets up the bid packages and coordinates the content of the drawings and specifications
Develops a detailed construction schedule along with a schedule for items to be direct or pre-purchased by the owner (equipment, long lead)
Analyze labor requirements, and verify equal opportunity programs when applicable
Pre-qualify bidders and stimulate market interest in the project
Establish a bid schedule, participate in bid openings
Evaluate the bids and make award recommendations to the owner
Conduct pre-award conferences and prepare contracts
